The Roles of Local Government to enhance Welfare Services for older adults

Abstract

|
The purpose of this paper is to examine the roles of local governments in regard to providing the welfare services for older adults in an aging society. Despites the rapid increase of older adults and their welfare needs, both the current localization trend and the centralized National Long-term Care Insurance(NLTCI) raise the challenges to meet welfare service needs of community-living elders. In the first section, this study discussed and analyzed welfare-related characteristics of older adults by using the data of and 2011 National Survey of the Elderly by The Korean Institute of Health and Social Affairs (KIHASA). In the second section, by focusing on the change of policy environment during the post-NLTCI, the study discussed the desirable relationship between NLTCI and local social care services for older adults. Lastly, the study suggests that more integrative ways to coordinate welfare delivery systems of local and central government in order to cope with increasing welfare needs of older adults living in the community.
